In the third Express Entry draw of the year, Immigration, Refugees, and Citizenship Canada (IRCC) invited 4,000 candidates under the Canadian Experience Class (CEC). To receive an Invitation to Apply (ITA), candidates required:

  • Profile Submission Deadline: July 23, 2024, before 7:06:43 am UTC

This draw follows two earlier ones: a Provincial Nominee Program (PNP) draw on January 7 and another CEC draw on January 8. IRCC has committed to maintaining draws for these programs in line with the "In-Canada Focus" strategy outlined in the 2025-2027 Immigration Levels Plan.

The Growing Significance of Express Entry

Express Entry remains a cornerstone of Canada’s economic immigration strategy. While PNP allocations were initially projected to surpass Express Entry in 2024, IRCC has shifted focus for the 2025-2027 period:

  • Increased Express Entry Allocations: Landings targets rise from 110,770 in 2024 to 124,590 in 2025.
  • Reduced PNP Allocations: Landings targets decrease from 110,000 in 2024 to 55,000 in 2025.

These adjustments indicate that Express Entry will play a more prominent role in welcoming skilled workers to Canada, with IRCC expected to issue more ITAs through this pathway to meet growing targets.
