IRCC’s 2 Golden Exceptions to Full-Time Study Requirements

If you’re an international student in Canada hoping to qualify for a Post-Graduation Work Permit (PGWP), maintaining full-time student status is essential—except in two very specific situations. These limited exceptions are crucial to understand if you want to stay on track for your immigration goals.

In this article, we break down the only two scenarios where you can legally study part-time and still remain eligible for a PGWP, plus what documentation and timelines you must follow.

Significance of Maintaining Full-Time Status

Exception 1: Authorized Leave of Absence

Under Immigration, Refugees and Citizenship Canada (IRCC) guidelines, a student can take an authorized leave of absence and still be eligible for a PGWP—if certain conditions are met:

  • The leave must be approved by your Designated Learning Institution (DLI).

  • It must not exceed 150 days.

  • The reason must fall under approved categories such as:

    • Medical reasons or pregnancy

    • Family emergency

    • Death or illness of a family member

    • School closures or strikes

    • Transfer to another institution

    • Program deferral

Important: During this leave, you're not allowed to work, even if your permit previously allowed you to do so.

When applying for your PGWP later, you’ll need to show:

  • Proof that the leave was authorized by your DLI

  • That the absence lasted no more than 150 days

Exception 2: Last Semester of Study

If you're in your final academic semester, IRCC allows you to study part-time and still maintain PGWP eligibility—but only if:

  • You're completing the final courses of your program.

  • You remain in good academic standing.

  • You’re not taking part-time status for convenience.

Note: You can only apply for your PGWP after completing your studies, and you must submit:

  • An official completion letter from your school, OR

  • An official transcript

When & How to Apply for a PGWP

Application Window: You have 180 days after receiving your final marks to apply for a PGWP.

If Your Study Permit Is Still Valid: You can start working full-time immediately while waiting for your PGWP decision.

If Your Study Permit Has Expired: You have up to 90 days to apply for:

  • Restoration of your student status ($389.75)

  • Your PGWP ($255)

You must apply online, and include the restoration fee receipt with your application. If 90 days have passed since your permit expired, you'll need to leave Canada and apply for your PGWP from outside the country.

What Is Considered "Full-Time" According to IRCC?

Each Designated Learning Institution (DLI) defines full-time study slightly differently, but IRCC generally considers a student full-time if they are:

  • Enrolled in at least 15 hours of instruction per week

  • Actively progressing through their academic program

Always check with your institution for specific definitions and ensure your transcript or records clearly reflect full-time status for PGWP eligibility.

What Happens If You Don’t Follow These Rules?

Failing to maintain full-time status outside the two permitted exceptions can result in:

  • PGWP ineligibility

  • Rejection of future work or immigration applications

  • Loss of legal status in Canada

If you’re ever unsure about whether a break or part-time course load will impact your eligibility, it’s best to speak with your school’s international office or an immigration advisor.

While the rules around full-time status are strict, IRCC offers reasonable flexibility for students in genuine situations like medical emergencies or program completion.
