1. Work Experience

Applicants must have at least one year of continuous, full-time work (or equivalent part-time) within the past three years in a role classified under the National Occupational Classification (NOC). The experience must:

  • Align with the key tasks and duties outlined in the NOC.
  • Be obtained under proper work authorization and temporary resident status if completed in Canada.
  • Involve work with a third-party employer (exceptions apply to medical practitioners).

  • Lived in the designated community during their studies (specific duration requirements apply based on the program length).

2. Genuine Job Offer

Applicants must have a job offer that meets the following conditions:

  • Issued by a designated employer approved by an economic development organization.
  • For permanent, full-time work in the designated community (at least 75% of the job duties performed there).
  • Matches the applicant’s qualifications in terms of work experience or education.
  • Not seasonal and falls within the scope of the applicant’s prior work experience, unless they qualify for an exemption (e.g., nurses or eligible international graduates).

3. Language Proficiency

Applicants must provide valid language test results from an approved testing institution. The required Canadian Language Benchmark (CLB) level varies by the TEER category of the job offer:

4. Education

Applicants must hold a secondary school diploma or higher.

5. Proof of Funds

Applicants must demonstrate sufficient financial resources to support themselves and their family members for one year.

  • The required amount must be at least 50% of the low-income threshold for rural areas as determined by Statistics Canada.
  • This requirement is waived for applicants already working in Canada.

6. Intent to Reside

Applicants must prove their intention to live in the designated community.

  • A valid certificate of recommendation from an economic development organization is required.
  • Certificates are valid for six months from the date of issuance.
