Newfoundland and Labrador has revamped its immigration intake process, introducing a structured Expression of Interest (EOI) system for both its Provincial Nominee Program (PNP) and the Atlantic Immigration Program (AIP). This shift eliminates direct applications and modifies how existing applications are processed.

Transition to the Expression of Interest (EOI) System

Effective February 19, 2025, foreign nationals seeking nomination or endorsement must first submit an EOI through an online system. The province will assess submissions and invite select candidates to apply. Without an invitation, applications cannot proceed.

What This Means for Applicants:

  • Step 1: Submit an EOI outlining occupation, education, language proficiency, and willingness to reside in Newfoundland and Labrador.

  • Step 2: Await selection; only those invited can proceed with the full application process for nomination or endorsement.

  • Existing Applications: Some in-progress applications will be advanced, while others will be returned to the EOI pool, with applicants notified accordingly.

Impact on Processing Times and Provincial Strategy

The NLPNP has advised that processing times may extend, with some applications taking three months or more for assessment. The province aims to optimize economic immigration by prioritizing candidates who meet critical labor market demands, particularly in healthcare and education.

Pathway to Permanent Residence (PR)

For those who receive a nomination or endorsement:

  • PNP Nominees: Must submit a PR application to the federal government.

  • Express Entry-Aligned Streams: Candidates require a valid Express Entry profile and an Invitation to Apply (ITA) before proceeding with PR applications.

  • AIP Candidates: PR applications are processed directly by the federal government.
