British Columbia Announces 3 New PNP Streams for International Graduates
British Columbia will introduce three new Provincial Nominee Program (PNP) streams in January 2025 specifically tailored for international graduates. These streams aim to provide clearer pathways to Canadian permanent residence and enhance employment opportunities across the province.
Overview of the New Streams:
1. Bachelor’s Stream:
- Designed for recent graduates with bachelor’s degrees from eligible post-secondary institutions.
- Requires a full-time, indeterminate job offer from a BC employer.
2. Master’s Stream:
- Targets recent graduates holding master’s degrees from any field of study at eligible institutions.
- Requires a full-time job offer in a skilled occupation lasting at least one year.
3. Doctorate Stream:
- Geared towards graduates and PhD candidates from doctoral programs at eligible institutions.
- Requires meeting specific job offer criteria without restrictions on eligible occupations.

- Launch Date: January 2025
- Language Requirement: Each stream mandates a minimum Canadian Language Benchmark (CLB) 8.
- Eligibility: Diploma and certificate program graduates are ineligible for these streams but may qualify under other BCPNP pathways.
- Job Offer Criteria: While job offers are required, there are no limitations based on eligible occupations.
- Competition for ITAs: Each stream operates independently, ensuring candidates with different credentials do not compete for invitations to apply (ITAs).
Eligibility Criteria for Applicants:
To qualify under any of BC’s International Graduate streams, candidates must:
- Have graduated from a Canadian post-secondary institution within the last three years.
- Secure a full-time job offer in BC that is indeterminate or in a priority technology occupation.
- Ensure the job offer aligns with BC wage rates and is in NOC TEER categories 1, 2, or 3.
- Demonstrate the ability to support themselves and any dependents.
- Meet minimum language proficiency requirements.
Additional Information:
BCPNP uses a points-based system to assess candidates based on human capital and economic factors. Successful candidates receive an ITA and have 30 days to submit their application to the province, including required documents and fees.
